Summary of events in 2009 and 2010, Swine Flu, Influenza A(H1N1)
On 24th Apr 2009 (GMT), the World Health Organisation (WHO) put out an alert on a Influenza-like illness in the United States and Mexico. The United States Government reported seven confirmed human
cases of Swine Influenza A/H1N1 in the USA.
On 25th Apr 2009 (GMT), in the 2nd update on the swine flu illness, the Director-General declared the event a Public Health Emergency of International Concern.
Daily updates followed, with WHO advising no restriction of regular travel or closure of borders. The number of laboratory confirmed cases climbed.
On 28th Apr 2009, 5AM (GMT+8), The WHO alert system was raised from Phase 3 to Phase 4. Phase 4 is characterized by verified human-to-human transmission of an animal or human-animal influenza
reassortant virus able to cause "community-level outbreaks".
In Singapore, the Disease Outbreak Response System (DORSCON) was raised to "Alert Yellow", from "Alert Green" on 29th April 09 (GMT+8).
Alert Yellow
* Inefficient human-to-human transmission. Requires sustained close contact.
* Small clusters of cases may occur.
* Isolated imported cases may occur but there is no sustained local transmission.
* Healthcare worker/ institutions response - staff in high risk areas (Emergency Depts, ICUs, Triage stations) in PPE
* Public response - GREEN measures (hygiene measures, mask wearing, social responsibility) + contact particulars recorded when visiting hospitals & clinics.
On 30th Apr 2009 4:06AM (GMT+8): The WHO Phase of pandemic alert was raised from Phase 4 to Phase 5. Phase 5 is characterized by human-to-human spread of the virus into at least two countries in one
WHO region.
30 Apr 09 (GMT+8): Singapore MOH followed, raising its DORSCON to "Alert Orange". At this time, there were no confirmed cases in Singapore.
Alert Orange
* More efficient human-to-human transmission. Virus not fully transmissible. Requires close contact.
* Larger clusters of cases in Singapore.
* Healthcare worker/ institutions response - All areas with patient contact : staff in PPE
* Public response - YELLOW measures + No visitors to hospitals
o Encourage temperature taking at schools and non healthcare establishments
o Consider closure of schools and suspension of public gatherings and events
3 May 2009 0600 (GMT), 17 countries have officially reported 787 cases of confirmed infection.
On 12th Feb 2010 (GMT+8), Ministry of Health, Singapore, moved its alert level to Green.
